    Abstract
The 2001 Population and Housing Census describes the size, distribution and characteristics of the population and housing of Saint Vincent and the Grenadines. The Statistical Office conducted enumeration during May–June 2001; the final report identifies 12 June 2001 as Census Day. The questionnaire cover carries a different date, 27 May 2001, which requires reconciliation. The census was intended to support government, private-sector and civil-society planning through demographic, social, economic and housing information. The questionnaire covers household migration, dwelling conditions and services, crime victimization, individual demographic characteristics, disability and health, birthplace and residence, education and training, marital and union status, fertility, economic activity, income, remittances, unpaid housework and census-night location. Economic questions generally concern persons aged 15 years and over and use both preceding-week and preceding-year reference periods. The report records 109,022 persons in visitation records, including non-contacts, refusals and institutional populations, while detailed analysis uses a tabulated population of 106,253. These totals have different coverage and must not be treated as a response-rate calculation. This documentation covers the supplied report and questionnaire; dataset structure and variable-level coding await the original data dictionaries or microdata.

    Coverage

    Geographic Coverage
National: Saint Vincent and the Grenadines, including the mainland and the Northern and Southern Grenadines.
    Geographic Unit
The report presents results for 13 census divisions. The questionnaire identifies census division, community/village, enumeration district, household and urban/rural status; availability of these identifiers in any released data is unverified.
    Universe
The census aimed to count the population and households nationally. The detailed tabulation universe differs from visitation-record coverage. Appendix 2 includes persons in private households, nurses’ hostels and police barracks/stations, plus persons abroad for work, vacation or medical treatment for less than six months. It excludes from tabulations the listed hospitals and other care institutions, homes for the aged, hotels/guest houses accommodating six or more persons, prisons and detention institutions, and persons described in the report as foreign residents. Separate staff/caretaker quarters are treated as private households. Appendix 2 also describes collecting economic-activity information through the usual household for certain institutional inmates present for less than six months. The report calls its approach de facto but includes temporarily absent residents; this wording and the treatment of foreign residents require producer clarification. Do not replace these specific rules with an unqualified de facto or de jure label. A private household comprises persons usually sleeping together and sharing at least one daily meal.

    Study authorization

    Authorization Statement
General legal basis: Census and Statistics Act, No. 24 of 1983. Section 3 assigns census duties to the Statistical Office; section 8 provides for a census on a day fixed by the Minister. A specific 2001 census order, appointment of census day or authorization date was not located. The general Act is not evidence of the date of a particular 2001 authorization. Sampling

    Sampling Procedure
Complete-enumeration census rather than a sample survey. The report describes an attempt to include everyone nationally. No sample-selection design or public-use microdata sample is documented in the supplied material.

    Survey instrument

    Questionnaires
English-language OECS Population and Housing Census questionnaire adapted for Saint Vincent and the Grenadines. The supplied PDF has 21 physical pages, with substantive form content through page 19 and two trailing blank pages. It contains identification, visit records and roster, household migration, housing and crime sections, and individual sections on characteristics, disability, health, birthplace/residence, education, occupational training, union status, fertility, economic activity and census-night location. Question numbering extends to 113, with repeated subitems and a repeated Section 13 heading. Visitation records are described in the report but were not supplied as a separate form. The income flash card referenced at Q108 was not supplied.

    Supervision
The questionnaire provides sign-off fields for area supervisor, field supervisor, interviewer and editor/coder. This documents the form’s intended control structure; staffing counts, training dates, reinterview procedures and implementation of these controls are not reported in the supplied sources.
    Data Collection Notes
The report dates collection to May–June 2001. The questionnaire instructs an assigned interviewer to introduce the census, show identification and interview household members, and provides four visit slots. It supports in-person interviewer administration; the actual paper/electronic capture technology is not conclusively established by this later fillable PDF, so the controlled collection-mode field is left unpopulated. Before-census interviews required a return visit for census-night questions. Household crime reference windows printed on the form are 1996–2001 and May 2000–May 2001; economic activity refers to the preceding 12 months and preceding week, and remittances to calendar 2000.

    Data processing

    Data Editing
For interviews completed before Census Day, the report instructs removal from the household roster of persons no longer members on census night because of death, permanent migration, institutionalization or other stated reasons, with comments recorded. Persons absent because of specified work duties are not removed on that basis. Q43 permits interviewer/respondent estimation of age when age is not stated. These specific instructions do not establish a complete editing or imputation procedure; processing software, consistency checks, coding manuals and general missing-data treatment were not supplied.

    Access policy
